We are currently recruiting for a Health and Safety Advisor in Whitehall, London.
Hours of Work: 8 am to 5 pm Mon to Thu, 8 am to 4 pm Fri
 
Job Purpose:

To provide HSE management support to the EMCOR UK operational business within the associated remit to assist in the discharging of HS&W responsibilities.
To provide compatible HS&W Management activities & solutions in line with local requirements.

Principle Accountabilities:
  • Act as Site HSE representative to ensure that all operational elements of the EMCOR business meet with high standards of HSE at all times
  • Identify and report monthly Key Risks and Events by providing the allocated business and UK HS&W Operational Manager with a monthly HSE Report, summarised from allocated site operational data.
  • Review and summarise all accidents at DCMC on INTELEX, identifying root cause and mitigation. Follow up any significant accidents to determine prevention measures and provide advice and guidance.
  • Set annual KPIs based around HS&W Audit verification plan and monitor and report HSE Audit activity and corrective actions for the UK.
  • Act as first point of HSE support for HS&W requirements and risks identified by site Managers and provide necessary support and guidance.
  • Contribute in the development of existing behavioural Safety Culture within the business and champion campaigns to improve HSE culture and achieve Zero Accidents, i.e. WorkSmart CW3,  Be There For Life,STOP & Be Vigilant.
  • Attend pre-arranged H&S Meetings and engage with working HS&W working groups to promote best practice within the contract.
  • Promote Health and Wellbeing by implementing the EMCOR UK Be There For Life Campaign and promote the FLEX benefits to the site team
  • Carry out Accident and Incident Investigations in line with EMCOR Investigation procedures and produce adverse event reports. Present significant findings to site management and the UK HSE Manager
  • Champion and facilitate new HS&W improvement initiatives such as ESkillz and INTELEX. Ensure all site/contract staff input accidents, incidents and safety observations in INTELEX.
  • Promote a culture of full compliance and continual improvement for all HSE requirements, ensuring compliance with legislation and company HS&W policies is maintained and practised at all times.
  • Support the business and UK HS&W Operational Manager to maintain and improve ISO45001. If any part of the contract is chosen for external ISO audits ensure both site and staff have been prepared, to ensure Zero Major None Conformances.
  • Carry out statutory site inspections as required and produce reports, highlighting any key risks and none conformances
  • Assist, advise and support with the close out of HSEQ corrective actions, identified through contract IMS Audits.
  • Attend all necessary HS&W external meetings including EMCOR UK Induction.
  • Ensure all site documentation including HSE Policy, Arrangements and Safe Working instructions are in place, updated and communicated to staff and reviewed.
  • Provide necessary H&S Training to EMCOR on the contract as defined by the contract compliance training plan.
  • Attend divisional business meetings and provide a summary report to participants on HSE performance and improvement areas within the business unit.
  • Prepare a monthly HSE report to the UK operational HSE Manager, which includes summary of key risk and improvements.     
  • Deliver applicable Health & Safety management training throughout the allocated region, working in close liaison with site managers and supervisors.
  • Ensure all accidents are investigated and provide the Contract Director/Manager and UK HSE Operational Manager the required adverse investigation report for lost time and RIDDOR incidents.
  • Carry out planned (IMS & H&S) audits using the new audit formats and carry out at least 12 Directors/Mangers Safety culture assessments. Follow up on any corrective actions raised
  • Development of site-specific procedures and documentation to control work and manage risk of all operational activities.
  • Attend quarterly HSE Team meetings and report on site key risks. Contribute as a subject matter expert to allocated HSE Working Group once developed.
  • Support operational managers to meet their Key Performance Indicators outlined within the site-specific HS&E Plans.
  • Maintain and promote compliance to all H&S legislation, EMCOR UK policy and professional associations’ codes of practise.
  • Maintain a high Safety Visible profile at all contract site locations, liaising with site Managers and Clients.
     
Person Specification
Qualifications and Experience:
  • Previous experience within a similar role
  • NEBOSH Certificate (Mandatory).
  • NEBOSH Diploma or Equivalent or working towards (Mandatory).
  • Professional Membership to IOSH (or currently working towards CPD-IPD).
  • Evidence of continued professional development.
  • Auditor trained
  • Knowledge of ISO systems and their implementation
  • Good IT skills
  • Good interpersonal and customer relationship skills
  • Good presentation skills
Other factors:
  • Ideally be security cleared to DV or meet all minimum criteria to apply for and pass security clearance procedures.
  • Be prepared to be on-call as duty manager as part of the business resilience response team.
